Yes. You may apply before completing your bachelor's degree. Applicants who have not yet graduated but expect to do so prior to enrollment at Peking University are required to submit an official letter from their current university confirming the expected graduation date.

International applicants are first reviewed by the International Student Division to ensure they meet the basic qualifications, after which Guanghua’s admissions committee evaluates the applications to identify the most qualified candidates. Shortlisted applicants are then invited to an interview, typically held in March of the following year.
